Weatherize before the heat pump

A heat pump is sized to the house you have, not the house you meant to have. Air sealing and attic insulation first is how you buy a smaller machine and stop paying to heat the sky.

A heat pump does not invent heat. It moves it. If the house leaks, the machine runs longer, the rooms stay uneven, and the installer sizes up to cover a problem that is not in the condenser. That is how a $15,000 average install becomes a $25,000 one with a still-cold bedroom.

ENERGY STAR’s modeled estimate is the number to keep in your head: air sealing plus insulation in attics, floors over crawl spaces, and accessible basement rim joists saves an average of 15% on heating and cooling, or about 11% on the whole energy bill, in a typical existing U.S. home.

DOE’s Energy Saver guide is blunter on air leaks: sealing uncontrolled leaks can save 10–20% on heating and cooling bills, and insulation comes after air sealing, because insulation does not stop bulk airflow.

Why the order is envelope, then mechanicals

Installers size equipment to peak load. Peak load is envelope plus ducts plus how leaky the attic hatch is. If you weatherize after the heat pump, you paid for extra tons you no longer need, and you may have a system that short-cycles in shoulder seasons.

New ductwork, if you have none, is $2,000 to more than $10,000. Those numbers sit next to weatherization because a tighter house can drop the zone count or the tonnage.

On that second page, professional insulation is described as typically $1,000 to $15,000, with a DOE figure from an older study around $6,800 per home before incentives, and practitioners telling EnergySage that today’s jobs often land $8,000–$15,000, sometimes $20,000. That is not a bid. It is why “just put in the heat pump” is not a plan.

Air sealing is not insulation

Insulation slows heat through drywall and plywood. Air sealing stops the stack effect — warm air leaving at the top, cold air entering at the rim joist. If you bury leaks under new cellulose, you insulated a chimney.

Do this sequence:

  1. Attic air sealing (top plates, can lights, plumbing chases, attic hatch).
  2. Rim joist.
  3. Then attic insulation to the R-value your climate zone actually wants.
  4. Then argue about windows. The draft people blame on glass is often the gap at the frame.

ENERGY STAR’s methodology assumes a 25% cut in infiltration plus insulation brought toward 2012 IECC levels in the cheap places (attic, floors, rim). Savings estimates are higher in the North than the South. That matches physics, not a sales region.

What “good enough” looks like before you bid the heat pump

You do not need Passive House. You need:

  • Attic hatch weatherstripped and insulated (the hole everyone skips).
  • No daylight at the top plates when the attic is dark.
  • Insulation depth that is even, not heaped over the hatch and missing at the eaves.
  • Ducts in the attic sealed and buried or brought inside the envelope if you can afford it. Heat pumps are less forgiving of leaky, undersized ducts than a 120°F furnace.

A blower door is how you stop guessing. If a contractor will not talk about CFM50 or at least a visual attic punch list, they are selling equipment.

How this changes the heat pump quote

Bring the weatherization scope to the HVAC bid meeting, or do it first and send photos plus the blower-door number. Ask them to size to the house after the attic work, not the house in January with the hatch open.

If they refuse to re-run Manual J after envelope work, get another bidder. Oversizing is comfort failure with a heat pump: short cycles, humidity, noisy heads, and a defrost personality you will hate.

Federal 25C for the heat pump itself is done for 2026 placed-in-service dates. Envelope work may still have utility programs. Those are local. Do not subtract $2,000 from a 2026 condenser bid because a leave-behind still has 2025 IRS language.

A kitchen-table example (not your house)

Suppose the marketplace average ducted heat pump is about $14,500–$15,400 before incentives, and a leaky two-story needs either a larger ducted unit or a fourth mini-split head. Spending $4,000–$8,000 on attic air sealing and insulation that drops a zone or a half-ton is not “extra.” It is the cheaper machine.

If you heat with oil or propane, Treasury’s IRA explainer cited research where envelope-plus-heat-pump bill savings were large (roughly $1,000–$3,100 per year in their illustrated range for those fuels). Gas households saw a much narrower band. Your rates win. What a weatherization quote should include

  1. Blower door before and after, or a written reason it is not being done.
  2. Attic air-sealing punch list (not “seal as needed”).
  3. Insulation type, depth, and target R-value for your IECC zone.
  4. Hatch, can lights, bathroom fans, and kitchen chase called out.
  5. Combustion safety if you still have a furnace, water heater, or fireplace — tightening a house can backdraft appliances. That is a real safety item, not a scare line.
  6. What is not included: walls, windows, crawlspace.

What to do this week

Walk the attic with a flashlight. Photograph the hatch, the depth at the eaves, and every plumbing stack. Put those photos in the HVAC bid email. Then get a weatherization bid that talks about air, not just “we’ll add cellulose.”
